Permalinks
Once pages are created on this site, they aren't ever "deleted".
When you want something out of your sight, archive it, unlink it, or just improve it.
Redirects can be used to update the name of a page, to merge pages that are found to talk about the same idea, or to clear conflicting names. Redirects aren't used to delete pages by linking to different ones.
When redirecting a page, think about what the previous URL now links to. Does it make sense, or would you end up somewhere unexpected?
This has not always been perfectly done in the site's history. Many old pages now link to other unrelated pages, but these are mistakes to learn from in trying to aspire to keep the site working.
Headings
Headings that are meant to be permalinks should be marked as such underneath the heading.
In general, permalink headings should be avoided wherever possible as they greatly decrease flexibility.
Whether headings are permalinks or not, people will link to them anyway.
